Integrated management of flood and water resources in land subsidence prone area

In Taiwan, the importance of integrated flood management over the entire basin are addressed in recent years. The combination of structural and non-structural methods becomes more and more popular in flood regulation project. For the flood regulation in land subsidence prone area, the structural method could not avoid the occurrence of inundation disaster due to the relatively low design criteria (i.e., 10 to 25 years return periods). Thus, the non-structural methods for flood regulation in such area should include the early warning and emergency operation for short-term aspect and the land protection strategy for long-term aspect. The former tries to prevent the occurrence of flood disaster while the later intends to reduce the adverse effects on flood regulation resulting from the continuous land subsidence. To achieve this goal, we need the techniques regarding groundwater flow simulation, land subsidence prediction, real-time flood simulation, and groundwater management. Thus, this interdisciplinary integrated project contains six sub projects. The first, third, fourth and fifth sub projects will develop the new methods to deal with the four techniques described before. The second sub project will develop a real-time monitoring system because for flood early warning and emergency operation, the real-time data could provide lots information and helps the government to make a right decision.

Furthermore, to ensure that the information produced from the sub projects can be easily exchanged among all the sub projects, the sixth sub project will develop a platform which integrates all the models and information produced by the sub projects. The manager can easily determine the short- and long-term effects of their flood regulation projects on flood prevention through the platform.
